Skittish employees are reluctant to accept new assignments just as their employers, eyeing the horizon for the promised upturn, are anxious to reposition manpower. Employees’ biggest worry, all along, has been taking a loss on their current home. No doubt many have remained hesitant because of fears that they could accept a relocation and still lose their jobs, only it would be in unfamiliar territory where they have few support mechanisms and little in savings. Differences in costs of living were often also a factor.
